Ms. Parwaneh Elias Al Shibani is a Qatari senior-level nursing executive with 34 years of experience in healthcare organizations at the clinical and managerial levels. She is currently in the position of Executive Director of Nursing for Al Wakra Hospital, Al Maha Center, and Mesaieed General Hospital (HMC).
Ms. Parwaneh is leading an overall staff of over 1800 with different designations assigned to various specialties of nursing units in providing evidence-based, person-centered care to patients and their families aligned with the national health strategy, HMC nursing and midwifery strategic plan, and Al Wakra Hospital mission and vision.
A strong leader with skills in addressing challenging situations, including excellent conflict resolution skills, and a passion for empowering team members.
During the FIFA World Cup 2022, Ms. Parwaneh served as Executive Nursing Lead in the FIFA Silver Command Team, covering 3 stadiums (Al Janoub Stadium, 974 Stadium, and Al Thumama Stadium).
Ms. Parwaneh, as a senior Qatari nursing leader, got the privilege to serve her country as the nursing executive lead during the 2020 and 2021 COVID-19 pandemic peaks: the commissioning of Mesaieed General Hospital, Al Wakra Hospital, and Al Maha Center with proper utilization of limited manpower while ensuring a high level of quality compassionate care.
During her valuable professional journey, she has been awarded the Nusaiba Bint Kaab Award in 2017 by the Gulf Health Council and twice awarded the Star of Excellence in the categories Award of Merit (2019) and Rising Star (2014).
Ms. Parwaneh participated in many national and international conferences and events; she participated in the International Council of Nurses Congress 2021 (ICN Congress 2021), where four abstracts were selected and accepted as posters from Al Wakra Hospital focused on challenges, initiatives, and lessons learned from COVID-19 experiences. Moreover, in Qatar Health 2022, she submitted an abstract that had been approved as a poster and for publication in a journal.
Ms. Parwaneh, during her incumbency, has attended various leadership courses, symposiums, and conferences and has taken part in many self-improvement workshops. She is a firm believer in teamwork, shared decision-making, staff engagement, and wellbeing as essential components for providing patients and their families with the safest, most effective, and most compassionate care.
Ms. Parwaneh holds a master’s degree in Executive MBA in Health Services Management from GSM Plymouth University, UK, and a BSN Nursing degree, as well as a General Nursing Diploma from Qatar University.
