The fully integrated model assumes that the university and the hospital exist as a single legal entity where the university owns the hospital and the office of the medical school Dean and hospital CEO are incorporated into a single post. This model has proved highly successful for some international organizations such as the Amsterdam Medical Center and the University of Pennsylvania but would be unlikely to be applicable in Qatar.
